R211 baseline
- Validate and fixed-width format records.
- Optimistic stale-writer refusal and atomic CustomElements.dat replacement.

R217 repair flow
- Create designation or apparition; replace matching apparition; update exact selected record.
- Rename publishes old and new identities.
- Delete publishes remaining fallback or true missing-elements state.
- One repository race retries; a second publishes neither primary nor derived cache.
- Reconcile Analyzer, Planner use_all/subsets and all open repositories.
- Selector uses PREPARE → COMMIT → rollback.
- WStack distinguishes true missing elements from runtime failure and rejects stale typed previews.
- MPC data require verified HTTPS and matching canonical identity; failure is atomic.
